Any change in video quality can force it to transcode. If you're playing a 1080p video and set your bitrate/quality to anything at 720p or below, it will transcode. 1.4K HEVC with forced transcoding AND SRT subtitles -> works. 4K HEVC with forced transcoding AND PGS subtitles -> constant buffering.
